The Issue:The Commonwealth Ports Authority’s diligent and prudent management skills.

Our View: The agency that stands out among governmental agencies in these bad economic times.

The Commonwealth Ports Authority deserves the accolades of taxpayers treading these isles. Reason?

During good and bad times, CPA took meticulous took stock of the financial posture of the CNMI and navigated a treacherous sea to survive the downturn in the local economy.

As painful as it may be, it imposed temporary salary cuts for its employees Marianas-wide in order to survive the decline in its revenue generation. When its end of the month financial statement turned positive, it also rewarded its employees’ return to normalcy in salaries.

It’s a tough issue all the way around given that it must still ensure that it generates sufficient funds to pay its debt service. This feat, in itself, is a gigantic responsibility. But here is where real management and leadership skills counts. CPA successfully inched its way surviving the bad economic times.

Despite the tough times, it proactively sought new funds to build or facelift new port facilities–land and sea–without looking back. It was mindful that it was the only avenue with which it could generate more money for its operations and the local coffers. It bent backwards to accommodate airline requirements on landing fees. It was the only way to ensure that our once leading income earner (tourism) isn’t suffocated any further with strangling regulations.

CPA’s success of muddling through thick and thin amidst stormy financial conditions here should be the model agency to emulate by all who aren’t sure what real management skills entail. It did what it had to do in business-like fashion enduring the toughest of times since the ruins and harship of World War II.

Most importantly, it embraced its fiduciary responsibility in sterling fashion doing what most others have failed to employ: leadership by example! Definitely, CPA deserves the accolades of all taxpayers! We too join in extending our heartfelt Si Yuus Maase` for its exemplary leadership in both good and bad times. Congratulations!
