CRM backs one-stop center proposal
The Coastal Resources Management has expressed support for a legislative proposal that will establish a one-stop center dedicated solely for the issuance of building permit application.
HB 12-104 will rid of “inefficiencies and inconveniences” on applicants who are in the process to obtain government required permits, according to CRM.
At present, the agency is one of the many offices that are mandated under existing laws to issue permit to any development projects on the islands.
Developers have complained in the past that they have to go through a lot of processes in obtaining the required permit and licenses to construct their projects here.
By creating a One-Stop Building Permit Application Center at the Department of Public Works, it will reduce the bureaucracy and hasten the process, according to the bill sponsored by Rep. William S. Torres.
The measure is now under review by the House Committee on Judiciary and Government Operations chaired by Rep. Dino M. Jones for action by the lower house.
CRM agreed with the intent of the legislation, noting the one-stop center will eliminate the unnecessary time and cost to go through the avenues in securing the permits.
“As we live today with wide open opportunities to take advantage of the technological advancements, it is only right that incorporation of electronic permitting process is the step in the right direction to keep up to par with the rest of the world,” said CRM.
HB 12-104 seeks to set up a task force to develop and plan the proposed center which, according to CRM, must consider also the concerns of Rota and Tinian. (BS)
