Ad hoc forum proposed to improve gov’t service
An ad hoc forum gathering department and agency heads and their resident directors from Rota and Tinian should be created to strengthen administration of government programs and implementation of laws, according to the House of Representatives.
In a resolution offered by Ways and Means Committee chair Rep. Antonio M. Camacho, the lower house has urged Gov. Pedro P. Tenorio to form such a forum in order to improve delivery of public services in the three island municipalities, including Saipan and the Northern Islands.
During committee meetings and public hearings conducted on Rota and Tinian, municipal officials have raised issues over implementation of programs on their islands, according to HR 12-84.
“[T]he issue that is confronting the departments and agencies on Rota and Tinian always seems to be that they are not well-informed about their programs, due to ineffective, communication, equipment utilization are shortchanged and personnel training are limited,” it stated.
Lawmakers also maintained that a municipal-centered approach in viewing and resolving problems must cease and fundamentally cooperative actions by all affected department and agency heads.
“[A]n ad hoc forum to explore collaborative efforts among principal and resident department and agency heads is necessary now,” they said in the resolution.
The proposed forum will be tasked to identify problems and seek solutions or new approaches for the best enforcement of the CNMI laws.
There is no immediate reaction from the governor or any administration official regarding the proposal which came as the Legislature lock horns on the FY 2001 budget which has yet been approved in the Senate.(BS)
