ON PHASING OUT OF NONRESIDENTS Gov’t agencies told to submit progress report

Noting apparent failure to reduce reliance by the government on nonresident employees, House Speaker Benigno R. Fitial has asked departments and agencies to provide a status of their efforts in complying with the law.

PL 10-4 has given some government offices leeway on the restrictions against hiring nonresidents for positions in the public sector, but requires them to gradually phase out these employees through training of local people.

But Mr. Fitial said that “almost all” of the departments and agencies have not been in compliance with that law, particularly on implementing a comprehensive manpower training and education plan.

This program is supposed to be coordinated with the Public School System and the Office of Personnel Management.

The law also requires that this should include training and internship components and that each of the affected agencies and departments must submit an annual report to the Legislature on the progress and status of the plan, according to the House leader.

He wrote a letter to the heads of PSS, Department of Commerce, Department of Public Health, Division of Public Lands, Northern Marianas College and the Commonwealth Utilities Corporation to hand over such reports by Friday.

It is not known how many nonresidents are currently employed by the CNMI government which has a total workforce of nearly 5,000, the biggest single employer on the islands.
