PSS CIP project award streamlined
With over two-thirds of $29 million in PSS CIP bond funding already awarded or in the process, the Public School System and the Department of Public Works have sat down to identify ways to get projects approved and contracts awarded more quickly.
Following a recent meeting with administration officials over PSS concerns that projects were not moving quick enough, the school system and DPW have adopted several new procedures aimed at expediting the process.
PSS has assumed the responsibility of routing all contracts and related documents to the appropriate signatories, including Procurement and Supply. The governor’s Special Assistant for Administration Joe I. Guerrero will oversee the routing process, and any delays beyond a new processing timeline will now have to be justified.
DPW will work with the Department of the Interior’s Office of Insular Affairs, which provides 702 matching funds for the projects, to improve communication and to cut down on the average time it takes to get the scope of work and the budget plan approved.
Out of 30 projects identified under the PSS CIP bond received in September 1999, six contracts have been awarded and 15 more projects are undergoing routing to be awarded.
Bond projects expected to completed before the end of this year include the Marianas High School Gymnasium, A&E design of Kagman Junior High School, and Phase I of restroom upgrades in Saipan. Other major projects slated for completion within the next 12 months include the two new high schools on Saipan and Sinapalo Elementary School on Rota.
