Manglona swears in as SC justice
Supreme Court’s newest justice, former Superior Court Associate Judge John A. Manglona, is set to be sworn in today at a ceremony to be held at the Guma Husticia in Susupe.
He will formally join Chief Justice Miguel S. Demapan and Associate Justice Alexandro C. Castro in the three-seat high court, assuming the seat left vacant by the retirement of former Chief Justice Marty W.K. Taylor in December 1998.
The family, relatives, friends and associates of Justice Manglona are expected to attend the occasion which comes exactly seven weeks after his swift confirmation by the Senate.
“I’m very grateful. I hope to do my best… I will still continue to hold the public’s trust and full responsibility as Associate Justice,” he said after senators gave their advice and consent in a session on Tinian last May 5.
Justice Manglona, 40, was appointed by Gov. Pedro P. Tenorio to the post in April 13, more than 16 months following the departure of Justice Taylor.
A judge in the lower court since July 1998, he had a 10-year private practice as a lawyer before he went into government service. He also currently serves as special justice at Guam’s Supreme Court after he was appointed by Gov. Carl T. Gutierrez in May 1999. He was once a designated judge of U.S. District Court on Saipan.
Justice Manglona received his Bachelor of Arts degree in Political Economics from the University of California at Berkeley in 1981; obtained his law degree three years later from Creighton University School of Law in Omaha, Nebraska; and later completed Master of Laws from McGeorge School of Law, University of the Pacific in Sacramento, California.
He was born on Rota and is married to the former Mona Villagomez who is an Assistant Attorney General with the CNMI government. They have two children.
The governor has named lawyer Eric Smith to replace Justice Manglona in the Superior Court, but there is no word when the Senate will tackle his nomination which expires on July 12. (BS)
