To promote healthier lifestyles as well as to stem growing problem on mental health and substance abuse in the CNMI, Gov. Pedro P. Tenorio yesterday signed a proclamation to encourage the private sector and the government to participate in activities lined up next month.

Aside from declaring December as the Drunk and Drugged Driving Awareness Month, next month has also been declared Mental Health and Substance Abuse Awareness Month in the Commonwealth.

The governor called on island residents to support people with mental health and substance abuse problems and join with their families in raising awareness in the community.

“Together we can stand united as a community that honors all of its citizens in a nurturing and supportive environment,” said Mr. Tenorio in the proclamation.

He pointed out the problems — their symptoms, prevalence, costs and associated stigma — require immediate social, political and governmental attention.

However, Mr. Tenorio underscored the difficulties confronting individuals and their families who have to face not just the health problems, but also the negative attitudes and ignorance that have led to discrimination in terms of social support and employment opportunities.

“Indeed, often these individuals are reluctant to seek the services they need because of these repercussions,” said the local chief executive.

Mr. Tenorio also noted the increasing cases of people with mental health difficulties and chemical dependency problems which have spawned widespread public health issues, saying these have led to a host of social problems.

“The public and private expenditures on crime control and social welfare benefits are ever increasing. Furthermore, the value of reductions or losses in productivity due to either incarceration for a criminal offense or time spent to care for a family member has increased fourfold,” said Mr. Tenorio.

To distinguish this campaign from other public issues, the people are enjoined to pin green and yellow ribbon throughout December.
