For the second time in a row, Senate President Paul A. Manglona will keep his position as presiding officer of the upper house when the 12th Legislature convenes next year. The Rota senator was reelected into a new four-year term during the Nov. 6 midterm polls.

There is no major changes in the Senate leadership where Republicans corner six seats of the nine-member legislative chamber. Aside from the stunning defeat of Sen. Juan P. “Morgen” Tenorio who lost his re-election bid on Saipan, seven members will join the next legislature.

Former Commonwealth Utilities Corporation Executive Director Ramon S. “Kumoi” Guerrero is so far the only newcomer to the Senate after winning one of Saipan seats in the last elections.

Embattled Sen. Herman M. Manglona resigned in September after serving less than half of his term following his conviction on charges of bribery, jury tampering and mail fraud lodged against him at the federal district court on Saipan. His replacement will be decided in a special election to be held on Tinian early next year.

Meanwhile, Vice President Thomas P. Villagomez and Floor Leader Pete P. Reyes have won fresh mandate to retain their respective positions. Tinian Sen. Joaquin G. Adriano is the new Legislative Secretary, replacing Rota Sen. Edward U. Maratita.

These senators chair the following Senate committees:

– Villagomez retained chairmanship of Public Utilities, Transportation and Communication Committee;

– Reyes, Rules and Procedure as well as Resources, Development and Program;

– Adriano, Executive Appointments and Governmental Investigation, replacing Tinian Sen. David M. Cing.

– Maratita, Fiscal Affairs, replacing Reyes;

– Cing, the only Democrat in the Senate, Federal Relations and Independent Agencies;

– Sen. Ricardo S. Atalig, from Rota, Health, Education, Welfare and Program as well as Judiciary, Government and Law.
