CJPA needs $1.2M for youth program

Over $1 million federal grant will finance this year’s youth-oriented services in the CNMI.

During the CNMI Youth Advisory Council meeting yesterday, Criminal Justice Planning Executive Director Harry C. Blanco said a list of proposals had been submitted for possible funding.

Federal grants available under the Victims of Crimes Act (VOCA), Juvenile Justice and Delinquency Prevention, Juvenile Accountability Incentive Block, and the Edward Burn Memorial State and Local Law Enforcement Assistance programs would total to $1.2 million for the entire CNMI.

Proposed services for youth development include the Outrigger Canoeing Revitalization on Rota, Teens N-Tinian, Star Waves Dive Team on Saipan and the Youth NMI Wrestling Federation.

According to Blanco, sports related youth activities like wrestling, canoeing and diving are popular on Saipan. Although, no monitoring system is in placed to track the effectivity of federal funded youth programs, results of the three sporting events have been impressive, he said.

The Linaila Malawasch Academy of the Public School System is also seeking federal funding from the Juvenile Justice and Delinquency Prevention Program.

The LMA opened last February with a group of students from Hopwood Junior High School where it follows a not-so structure academic schedule. It was founded to give second chance to students who would not only need guidance but are taking responsibility of their studies.

Along with PSS, the Karidat is also seeking funding for its Teen Center, family services and the Saipan Youth Sports, and Recreational Counseling Project.

The advisory council will review such proposals and its member will make the recommendations for approval.
