NMC board votes to restructure

The Northern Marianas College board approved yesterday a restructring plan for a leaner top-level management team.

The approval clears the way for issuing 90-day notices to vice presidents and other key positions.

The restructured bureaucracy retains only one vice president, from three, and three deans. The downsizing was necessary to bring the college in line with budget limits in fiscal 2000.

The three vice presidents will be issued notices while the board determines who gets to stay or leave. The policy also applies to the deans for Continuing Education, Professional Programs and the director for Information Technology Services.

NMC Board Chairman Manuel Sablan urged compliance of the restructuring.

“Change is always painful. But we have to take it. This is our job,” Sablan said.

NMC President Agnes McPhetres said there was no need to issue a notice to Harris Lawrence, the college’s comptroller, because he has already told the board about his intention to retire in June.

After the notices will have been issued, the college will launch a search for a president, vice president, dean for instruction, director for cooperative research, comptroller, public radio services manager, business development center manager, Rota NMC campus administrator, development and alumni relations officer and director for financial and administrative services.

Within the 90 day period, the president will also lead the position and management audit to delineate responsibilities and set their corresponding compensation.

Sablan said salary must commensurate with productivity. However, he said he prefers dealing with the turnover of teachers by offering them competitive salaries.

McPhetres said the restructuring will allow the college to fill such essential positions as the director for finance and administrative services; a professional librarian; and instructors for health and P.E., nursing, business and accounting and computer.

The college hopes to realize more than $20,000 in annual savings from the downsizing.
