Consulting firm tasked to review proposals
The task of reviewing proposals submitted for the construction of 45 affordable and attractive housing units in Koblerville was turned over to SSFM Engineers Inc., construction management consultant of the Northern Marianas Housing Corporation.
The consulting firm, which also designed the houses, is now reviewing proposals submitted by 10 local and international companies like Futura Technologies, JG Sablan, TeleSource, China Huashi, Pac-United Corp., Pegasus-SHD Joint, Sablan Construction, Northern Pacific Builders, Black Micro Corporation and Fletcher Pacific.
NMHC handed the proposals to SSFM Engineers to avoid any possible lawsuits, said Chairman Juan S. Tenorio, citing the case of CUC which is now facing lawsuit involving its multi-million dollar power plant project on Saipan.
Tenorio emphasized that the agency even monitors the time each proposal was submitted to avoid any complaints from the bidders.
Submission of the proposals started as early as 8:05 a.m. last Nov. 16 and ended at exactly 2:00 p.m. Fletcher Pacific submitted the last proposal.
According to Tenorio, the Board will meet this Thursday to review the proposals and determine the most qualified firm for the project.
The chairman said that two companies might be selected since the biggest factor in selecting the firm is the price of the infrastructure and the houses.
“The whole project comes as a package and the hardest part in selecting the successful bidder is the evaluation since some contractors will be low in the houses but high in infrastructure so if possible it could be two candidates,” Tenorio explained.
If the Board decides this week, Tenorio said that groundbreaking for the project will take place before the end of the month.
