5 businesses awarded nearly a billion worth of projects

JOINT BASE PEARL HARBOR-HICKAM—Naval Facilities Engineering Command Pacific awarded Friday a $990 million indefinite-delivery indefinite-quantity multiple award design-build construction contract to five businesses for work on projects in Guam and other areas under the cognizance of the Pacific area of responsibility. 

Black Construction – Tutor Perini JV of Harmon, Guam; Caddell-Nan a joint venture of Montgomery, Ala.; Core Tech-HDCC-Kajima, LLC of Tamuning, Guam; Gilbane SMCC ECC LLC of Concord, Calif.; and Hensel Phelps Construction Co. of Honolulu, Hawaii were each awarded a portion of the DBMACC. 

“The Navy is pleased with this contract award as it further enables military readiness and our support to the warfighter in Guam and the region,” said NAVFAC Marianas executive officer, Cmdr. Jacob Segalla.  “This DBMACC will improve our speed, agility and flexibility to support critical facilities and engineering requirements of the military.”   

Gilbane SMCC ECC LLC is being awarded the initial task order at $22.9 million for the design and construction of a low-rise combined dining and high-intensity tactical training facility for the Aviation Combat Element at Andersen Air Force Base, Joint Region Marianas, Guam. Work for this task order is expected to be completed by April 2022. 

All work on this contract will be performed primarily within the NAVFAC Pacific AOR, which includes Guam, the CNMI, Hawaii and other areas in the Pacific and Indian Oceans. 

The work to be performed provides new construction, renovation, and minor construction and may include but not limited to: barracks/dormitories; administrative facilities; communication facilities; educational facilities; medical/dental hospital facilities; dining facilities; industrial facilities; warehouse facilities, ranges, operational/training facilities, roads, streets, bridges, site utilities/infrastructure, dredging, and aviation facilities (including hangars and aprons) and other base development facilities.  

The term of this contract is not to exceed 60 months, with an expected completion date of September 2024. The contract was competitively procured via the Navy Electronic Commerce Online website with eight proposals received. (USN)
