2nd suspect in alleged burglary of government office is released

The Superior Court has granted the request for early release by the second defendant who is allegedly involved in breaking into a government office in As Perdido.

Superior Court Associate Judge Kenneth L. Govendo granted the request of Rollin Ulechong Skang to be released to his older brother as his third-party custodian.

Skang and co-defendant Maynard Dela Cruz are accused of burglarizing the Division of Parks and Recreation office in As Perdido.

Dela Cruz was released to his aunt last week following his bail modification hearing.

Skang, represented by attorney Sean Frink, also asked the court to reduce his $20,000 cash bail to $5,000 and allow his brother to post 10% of the reduced bail. Govendo granted the request and ordered Skang to be released to his brother upon posting $500.

The judge imposed a curfew of 6pm to 6am on Skang and prohibited him from getting in contact with his co-defendant, Dela Cruz. Skang was also ordered to return to court for a status conference hearing on Nov. 10.

Assistant attorney general Heather Barcinas, who represented the government, opposed the release of Skang to his brother after learning that the third-party custodian had earlier been arrested for allegedly creating a disturbance. However, after learning that he has no criminal record, Barcinas did not object further.

According to Saipan Tribune archives, DPS received a call on Aug. 17 regarding a burglary and theft incident at the Parks and Recreation office where five bushcutters, a battery pack, a blower, and a container of gas were reported missing.

The Theft Apprehension Select Coalition Task Force or TASC under the CNMI Department of Public Safety identified Dela Cruz and Skang as the perpetrators after an informant provided police with information regarding individuals selling equipment that had been reported stolen.

Dela Cruz and Skang were both charged with conspiracy, burglary, and theft.
