2 get prison time for sex abuse and sexual assault
Victims are 10- and 13-year-old girls
A former employee of the Commonwealth Utilities Corp. was slapped yesterday with a five-year prison term for sexually abusing a 10-year-old girl, while another man was sentenced to 12 years in prison for sexually assaulting a 13-year-old girl.
In separate change of plea hearings yesterday in the Superior Court, former CUC employee Sean Raboy Mendiola, 26, pleaded guilty to sexual abuse of a minor in the second degree, while Mariano M. Satur Jr., 42, pleaded guilty to sexual assault of a minor in the second degree.
Associate Judge Kenneth L. Govendo sentenced Mendiola to eight years in prison, all suspended except for five years.
Mendiola will serve the five years without parole. He was given credit for six days of time served. After serving his sentence, he will be on probation for 10 years.
In Satur’s case, he was sentenced to 15 years in prison, all suspended except for 12 years, to be served without parole, with credit for 72 days of time served. After serving the prison term, Satur will be placed on 10 years of probation.
Govendo allowed Mendiola and Satur to report to the Department of Corrections on Nov. 2 at 8am to start serving their sentences.
Mendiola and Satur must register with the CNMI Sex Offender Registry and stay away from their respective victims during their probation.
The defendants were required to pay a fine, court cost, and probation fee, and complete any recommended counseling or treatment by the Community Guidance Center.
During their probation, the defendants are not allowed to have any contact with the victims and have no unsupervised contacts with minors.
Assistant attorney general Teri Tenorio, counsel for the government, said that in April 2016 Mendiola sexually abused a 10-year-old girl on Saipan.
Tenorio said at the time, Mendiola was 25 years old.
In Satur’s case, Tenorio said that on March 19, 2017, Satur sexually assaulted a 13-year-old girl on Saipan.
Tenorio said Satur was 41 years old at that time.
As part of the plea deal, the prosecutor dismissed the remaining charges against the defendants.
In Mendiola’s case, the girl’s mother told police that Mendiola asked her to forgive him for touching the privates of her daughter.
In Satur’s case, police said the victim’s brother stated that his 13-year-old sister had confided to him that Satur sexually assaulted her.
Chief prosecutor Douglas Hartig served as counsel for Mendiola, while assistant public defender Nancy Dominski represented Satur.
