$2-$5 vehicle impact fee on Tinian now law

Gov. Eloy S. Inos signed into law yesterday Rep. Trenton Conner’s (Ind-Tinian) local bill imposing a Tinian vehicular environmental impact fee of $2 for every tourist that rents a scooter and $5 for each tourist that rents a car, all-terrain vehicle, tour bus, or van.

“I thank the governor for signing this bill into law, for understanding the necessity of having the Tinian municipality generate revenue to maintain roadways,” Conner told Saipan Tribune last night.

House Local Bill 18-47, Draft 1, which passed the four-member Tinian and Aguiguan Legislative Delegation on April 2, is now Tinian Local Law 18-8.

The governor earlier vetoed a similar bill from Conner, but the lawmaker said he took into consideration the governor’s concerns before introducing another bill with the same purpose.

Under the new Tinian local law, collected fees will be used for the Tinian Tourism and Beautification Revolving Fund for the development, improvement, and maintenance of various cultural and historical sites on Tinian.

The local fee is $2 for each scooter rental. The fee is $5 for each car, ATV, tour bus, or van rental on Tinian.

The fee will be collected by the business vendor for every customer who drives on roads in a tour bus or van, and who use scooters or ATVs on Tinian and Aguiguan. The proposed fee will be assessed for each individual, “no more than one time per visit, up to 30 days.”

The fees collected are to be considered locally generated revenue and as such, will be managed exclusively by the Tinian Treasury.
