Reyes retires, Cody appointed acting DPW secretary
Public Works Secretary John Reyes, who headed the Republican Party’s campaign in this year’s election, vacated his post on Friday.
In light of Reyes’ retirement, outgoing Gov. Juan N. Babauta named Technical Services Division director Richard N. Cody as acting secretary. Cody will hold the position until a permanent secretary has been named.
Yesterday, Cody issued a memorandum designating Philip G. Sablan III as acting TSD director.
Dennis Davis was also assigned as acting special project coordinator under the TSD Beautification Branch.
“Please extend you usual understanding and cooperation to both Mr. Sablan and Mr. Davis in carrying out their additional responsibilities,” Cody said.
Reyes is only one of several Babauta appointees who have left office to give way to the incoming administration of Gov.-elect Benigno R. Fitial and Lt. Gov.-elect Timothy P. Villagomez.
Other officials who resigned and retired—or expressed their plan to do so—include the governor’s senior policy advisor Robert Schwalbach, Finance Secretary Fermin Atalig, and Commonwealth Utilities Corp. executive director Lorraine Babauta and deputy director Bernard Villagomez.
Last week, transition committee chairman Martin Manglona called on all appointees of the Babauta administration to submit their courtesy resignation, rather than wait to be asked to do so.
“All officials in key position should tender their courtesy resignation before the new administration comes in, so the next governor and lieutenant governor could have the chance to select their own people. It’s common sense to do this; they should not wait to be asked,” Manglona said.
Fitial and Villagomez will assume office on Jan. 9, 2006.
