Quitugua is named chief of Labor hearing division
Former Rota representative Daniel O. Quitugua has been appointed to head the Department of Labor’s Division of Administrative Hearings.
Quitugua was designated as the Hearing Office administrator in an Aug. 8, 2005 memorandum by Labor Secretary Joaquin A. Tenorio. The appointment took effect immediately.
His appointment to the Hearing Office is pursuant to an executive order issued by Gov. Juan N. Babauta in 2003 that separated the Division of Immigration from Department of Labor and called for the creation of an administrative position for the Labor Hearing Office.
Quitugua could not have joined the hearing division in a more timely manner. Currently, the office is suffering from understaffing problems. It has only one full-time hearing officer, Jerry Cody, and one full-time office clerk, Jessica Deleon Guerrero.
The Hearing Office’s other full-time hearing officer, Cinta Kaipat, went on leave two weeks ago as required by election rules and regulations. Kaipat is seeking a seat in the House of Representatives in the Nov. 5, 2005 election.
The division, however, has two part-time hearing officers assisting Cody with the labor complaints and other labor-related cases. They are Maya Kara and Herbert Soll, whose contract is set to expire at the end of September 2005.
A former representative, Quitugua served as Rota’s resident director for labor after his legislative term ended in January 2004.
