Babauta disapproves local bill
Gov. Juan N. Babauta has disapproved a Saipan local bill that seeks to source $142,000 from the Developer Infrastructure Tax for drainage and paving of a road in San Vicente.
While the administration supports the road improvement project, the governor said, the law mandates that revenues collected under Public Law 8-23, the Developer Infrastructure Tax be appropriated by the adoption of a resolution, not a bill.
Babauta, in his recent transmittal letter to Saipan Legislative Delegation chairman Sen. Pete P. Reyes, recommended that the delegation address the issue by adopting a resolution.
Babauta also informed Reyes that the funds available would only total over $83,000, not $142,000.
This reduction was due to a refund paid to a developer that had originally paid $59,000, he said.
Meantime, in a separate letter, Babauta informed Reyes of his approval of House Local Bill 14-31, which appropriates $30,300 to the Saipan Mayor’s Office from cockfight and Batu licences.
The funds would be used to pay for heavy equipment rental fees incurred by the Mayor’s Office for road repairs.
Babauta said that the Department of Finance has certified that the funds are available for the appropriation.
“The administration fully supports this undertaking as it will ensure the Office of the Mayor has continued access to the use of heavy equipment that is needed to improve the quality of the roads on Saipan,” said the governor. (Liberty Dones)
