Governor signs appropriations measure

Gov. Juan N. Babauta signed into law Friday House Bill No. 14-149, which re-appropriates $483,627 remaining from various capitol improvement projects to fund projects in Precinct 4.

The most critical portion of the bill allocates $238,000 to complete the relocation of T-1 pump station to the location of the T-2 pump station in Tanapag.

Rep. Justo Quitugua, who authored the bill, said, “The old pump station has been repeatedly cited by the Environmental Protection Agency as a health hazard to nearby residents. This relocation is critical not only for Tanapag residents, but also for the entire Commonwealth.”

The remaining $200,627 will fund the completion of various ongoing road paving and drainages projects in Precinct 4.

The money was re-appropriated from eight CIP projects that had funds left over when the projects were completed.

The Office of Insular Affairs policy allows fund of less than $500,000 to be re-appropriated so long as the funds are certified as being available and are being used to supplement the funding of an existing CIP project valued at over $500,000.

Babauta praised Quitugua for his leadership in pushing this bill through both branches of the Legislature.

“Representative Quitugua has recognized the critical needs of the people in his precinct and has worked diligently to see that these needs are met. These two projects will benefit everyone in the Commonwealth, not just the people of Precinct 4,” Babauta said.
