Ex-lawmaker reminds govt of untapped spring

Former congressman Stanley Torres has reminded the government anew on the need to tap a rich source of water in the Kannat Tabla jungle.

He reiterated that access and use of the area has long been offered by the Torres family to the government for free.

In a Sept. 28, 2004 letter to Lt. Gov. and CNMI Water Task Force chair Diego T. Benavente, Torres said that the land use agreement he executed for and on behalf of his family lasts as long as the Commonwealth Utilities Corp. shall need or require the water produced from the spring to supply the residents of Precinct III on Saipan.

“The land use agreement is for free use to CUC for the good and in the interests of the public. If you think that this free land use agreement does not warrant attention by your water task force and or CUC, I would appreciate your immediate response,” said Torres.

He said the water spring is located on top of the mountain at an elevation higher than the Agak/As Teo springs that never run dry even on hot summer days.

“Where else do we see water bubbling up on top of the mountain?” asked Torres.

He said the government can build a one-million-gallon water reservoir in the area and use this to address the current water shortage on Saipan.

The area, he said, can only be reached by renting a helicopter or via a day-long hike.

Torres executed the land agreement deal in 1990 with then CUC executive director Ramon “Kumoi” Guerrero.

He said the spring is about 20 inches deep and 10 feet in diameter.
