A man was taken into police custody Wednesday night after a routine violator stop turned into a struggle with a policewoman, according to the Department of Public Safety.

DPS public information officer PO2 Eric David said the man, later identified as Mohammed Ali, was arrested and charged with reckless driving, obstructing justice, resisting arrest, and assault and battery.

Police report indicated that officer C. Pangelinan was on a routine patrol by the four-way intersection of Garapan Central Park leading to Gold’s Gym when she saw a vehicle driving recklessly.

The vehicle, driven by Ali, reportedly almost collided with Pangelinan’s police vehicle, prompting the officer to make a violator stop.

David said Pangelinan advised him about his driving manner and asked for Ali’s driver’s license and the documents for his vehicle.

“The driver did not listen to her and kept apologizing,” David said.

After her requests for the license and documents were unsuccessful, Pangelinan told the driver to remain in his vehicle. She then went back to her vehicle to fill out the citation.

While doing so, Pangelinan reportedly saw the driver get out of his car and approach her. She then told him to return to his car.

“He did not listen to her, he confronted her and started apologizing,” David said. “Officer Pangelinan warned him if he does not get back into his car, she would arrest him for obstructing justice.”

The driver did not comply, forcing Pangelinan to take her handcuffs for an arrest. He reportedly resisted and struggled with her.

“During the struggle, a passing FBI agent saw the incident and assisted officer Pangelinan on successfully subduing the belligerent driver,” David said. (Shan Seman
