NMI gets $15K grant to conduct A&E workshop

The U.S. Department of the Interior-Office of Insular Affairs recently awarded the Northern Mariana Islands government a $15,000 technical assistance grant that would be used to conduct a workshop for local architectural and engineering companies.

The one-day workshop will be conducted on Aug. 5, from 8am to 12pm at the Multi-Purpose Center in Susupe.

Jim Hatashima of the U.S. Army Corps of Engineers-Honolulu District will assist in conducting the workshop, which will focus on the preparation of documents for Architect and Engineer Indefinite Quantity (IDIQ) contracts and registration for Architect-Engineer 8(a) Program under the Small Business Administration.

This workshop is open to any persons or companies interested in learning more about qualification requirements for IDIQ. Local A&E firms do not have to be registered with the SBA under the 8(a) program to be eligible to be contracted with the Corps under the IDIQ program.

Over the past few years, the number of capital improvement projects in the CNMI has drastically increased.

“In order to expeditiously manage our numerous CIP projects, it has been necessary to transfer administration of some large projects to the Corps. Although this practice has shown effective results in the utilization of the CNMI’s CIP funds, it came to the attention of the administration that the Corps was hiring A&E firms mainly from Hawaii to perform work on CNMI CIP projects, instead of utilizing our local companies,” the Office of the Governor said in a statement. “The Army Corps is unable to procure the services of our local A&E firms because our local firms neither have IDIQ contracts with the ACOE, nor are they registered with Small Business Administration 8(a) program.”

Chuck Jordan, governor’s special advisor for CIP management, said the workshop aims to assist local A&E firms on the preparation of necessary documents required to be eligible to be contracted by the Army Corps under the IDIQ contract.

The workshop will be conducted by an A&E contract specialist from the Corps and an 8(a) program specialist from the Small Business Administration.
