Gov. Benigno R. Fitial signed Wednesday a local bill appropriating over $3.2 million in poker money for Saipan scholarship and other programs for fiscal year 2012, a day after he vetoed a local bill giving $30,000 in poker license fees for Rota dialysis patients, scholars and other programs.

In Fitial’s veto message, he said House Local Bill 17-73 is “admirable and appropriate” but he finds “objectionable” the creation of a compliance board, which he described as “a new layer of bureaucracy” in the Rota mayor’s office.

A day later, Fitial signed Rep. Ray Yumul (R-Saipan) and House Speaker Eli Cabrera’s (R-Saipan) House Local Bill 17-68, Draft 3 into Saipan Local Law 17-14.

That’s less than two weeks since the Saipan and Northern Islands Legislative Delegation passed it.

Under the new Saipan local law, $3 million of the total $3,228,050 will go toward the Saipan Higher Education Financial Assistance.
