Zoning OKs conditional use for Navy Hill institutional housing

The Zoning Board approved on Thursday the conditional use application of an establishment that wants to operate institutional housing on island.
Application #2011-2605 of Hubion Corp. intends to operate institutional dwelling units and offices on Lots 025 D 06/07/08 in Navy Hill, which is currently zoned as Rural.
Company owners Joe Tydingco and wife Sarah were represented by Dave Sablan during Thursday night’s hearing.
Sablan said the company plans to accommodate in the institutional housing visiting Korean students who will be on island for some three months during their stay.
Although the existing property had been previously used as institutional housing, acting Zoning administrator Therese T. Ogumoro noted that the company still has to apply for conditional use application since the institutional housing use had been discontinued for about a year.
Ogumoro explained that a conditional use application is needed once a non-conforming use property like that of the institutional housing had been discontinued for more than six months.
Ogumoro recommended to the board that the application be approved provided that Hubion Corp. meets the conditional requirements, including providing ample parking spaces, employing landscaping on the property to screen the parking lot, the storage area, and trash bins from public view, and complying with the stormwater management requirements of the Division of Environmental Quality.
She disclosed that the applicant submitted a revised plan that includes landscaping features, a walkway, and a parking lot that complies with accessibility standards based on the American Disabilities Act even before the conditional requirements were identified.
Board member Alice Igitol noted the need for Hubion Corp. to improve the property to ensure the safety of the visiting Korean students. The board then unanimously approved the application.
