The Commonwealth Utilities Corp. has reported that it has substantially met the first requirement of its agreement with the U.S. Environmental Protection Agency to replace water meters in 450 locations by March 31, 2012.
CUC executive director Alan W. Fletcher informed EPA Region 9 project coordinator Michael Lee in a letter dated March 24, 2012, about CUC’s compliance with their status conference stipulation.
CUC legal counsel Deborah E. Fisher submitted Fletcher’s report to the U.S. District Court for the NMI on Monday.
In the status conference on March 12, 2011, between CUC and EPA, the parties agreed to new provisions on the installation of replacement meters at all locations with failed or non-functioning meters.
The parties agreed to replace meters at 450 locations by March 31, 2012, and complete meter installations by Aug. 30, 2012, at 600 locations that have failed meters and unmetered/unregistered customers.
Fletcher said that CUC has met the first requirement of installing about 450 meter change-outs and has made significant progress toward reconciling unmetered and unregistered accounts.
While CUC still has 337 failed meters to replace, Fletcher said they have far exceeded the status conference stipulation’s requirement of 450 meter change-outs during the time frame by installing 1,818 meters.
“We believe this shows our commitment to change-outs, as well as the efforts we have put into this project,” he said.
Fletcher said that CUC remains committed to meeting all other requirements of the stipulated orders.
