Senate OKs measure to bring OPM back to CSC

The Senate unanimously voted to repeal Sections 214 and 509 of Executive Order 94-3 bringing the Office of Personal Management under the scope of the Civil Service Commission.

According to the legislature, the repeals were necessary in order to bring back and reestablish a non-partisan and independent civil service system as required by Article XX of the Commonwealth Constitution.

Thus, the laws affected by Sections 214 and 509 of Executive Order 94-3, were thereby reenacted and restored.

Employees of the two government agencies need not fret, however, as their integration would not result in any displacements.

Under House Bill 12-046, SS1, the provisions of Section 2 shall not result in the reduction or elimination, demotion or displacement of any positions within the Civil Service Commission nor the Office of Personnel Management.

The repeal of the two sections and enactment of the measure also would results in the transfer of all funds, records, property and personnel of the Office of Personnel Management to the Civil Service Commission’s Personnel Office.

The Personnel Office of the Civil Service Commission, in turn, would be renamed Office of Personnel Management. The former independent body would then dispense it powers and functions from the said office.
