MOU ratifies presence of US ships

Commonwealth and US officials formally sealed a Memorandum of Understanding yesterday, reaffirming an agreement between local and federal governments to sustain the presence of naval pre-positioned ships at the Saipan lagoon.

Governor Pedro P. Tenorio, Lt. Gov. Jesus R. Sablan, Ports Authority Board Chair Roman S. Palacios, and US Navy Commander Tom Fellin have affixed their signatures to the MOU, setting renewed cooperation efforts that allow US naval ships to anchor on CNMI waters for military purposes.

Aside from accommodating the US vessels’ presence on CNMI seas in exchange for military protection, the agreement also calls for both camps to collaborate on coastal and environmental concerns that may arise.

“This further strengthens the relationship between the CNMI and the US Navy. The presence of military here is invaluable,” said CPA Executive Director Carlos H. Salas.

According to Mr. Salas, the tightened relations between US military personnel and the Commonwealth will stimulate the local economy when sailors after months of being at sea visit the islands for rest and recreation.

Within this week alone, two naval ships are expected to dock at the Saipan seaport, the USS McCain and the USS San Jose.

“We expect an average of one ship to visit Saipan on a monthly basis. It is also the same with submarines visiting the CNMI,” said Mr. Salas.

Although CPA has waived port fees for military vessel that docks at the ports, direct revenues from the navy personnel spending their money on local hotels, restaurants, and shops are anticipated to give the economy a boost.

According to survey results, most military vessels often request for Saipan as its recreational stop with the island’s wide range of entertainment and relaxation attractions to offer.

“We continue to improve our services with the Navy and we help them communicate with our agencies to assist them in getting their power, sewer, and also to ensure that their transportation needs are answered,” said Mr. Salas.

The Governor’s Office, Marianas Visitors Authority, Saipan Chamber of Commerce, and other local agencies also pitch in with their available resources to offer CNMI’s military guests with the warmest of welcome. (Marian A. Maraya)
