DEQ sets rules on used oil disposal

The Division of Environmental Quality will establish its own used oil regulation to be implemented within the year as part of its efforts to ensure strict compliance with environmental laws.

DEQ environmental planner Ray Masga yesterday said they will revive the educational campaign which they started two years ago to reach out to different hotels, garment manufacturers and construction firms since most of these businesses are using generators in their operation.

Mr. Masga assured the community that DEQ would hold public hearings first before the agency implements the regulation.

DEQ and PR Trading coordinated in collecting the illegally dumped used oil barrels on the island in June 2000 in six sites which include Marpi, Tanapag, Lower Navy Hill, Capitol Hill, Kagman and Fina Sisu.

Unfortunately, DEQ discovered that a great amount of used oil in three sites had already leaked out. PR Trading transported the barrels collected to a well-sealed container at the Puerto Rico compound.

DEQ will shoulder all the expense for the proper disposal of these illegally dumped used oil and samples were taken for hydrocarbon fingerprinting which will help determine where (i.e. cars, generators, aircraft, etc.) these oils were once used.

Persons found responsible for the illegal dumping of used oil or any hazardous material may face a maximum fine of $25,000 a day for each day of the violation.

The agency has expressed concern on the potential adverse effects of illegal dumping of used motor oil in the environment specifically the possible contamination to groundwater and surface water. It may also result in the destruction of vegetation, loss of soil fertility, endanger human health and wildlife.

DEQ does not have any constructed facility where used oil drums could be temporarily stored but the agency has already issued a guideline for the proper construction of a used oil storage compound. (LFR)
