BOR eyes regs for entry of postsecondary institutions

The Northern Marianas College Board of Regents formed yesterday a special committee tasked to oversee the development of policies that would set its postsecondary institution regulatory powers in effect.

The BOR Programs Committee has been assigned to lead the process under the guidance of experts who would assist the policy makers in the formulation of concrete rules that would serve as working regulations in screening entities aiming to establish college institutions in the CNMI.

The initiative came in the wake of concerns expressed by a private institution, the Eucon International School, who earlier on lamented the lack of existing regulations that would expedite their application to offer postsecondary courses in the CNMI.

BOR member Vince Seman said that in the best interest of the people of the CNMI, the Programs Committee be vested the authority to take the lead in inviting Requests for Proposals for contractors knowledgeable with the project.

Hawaii and Guam, according to Mr. Seman, reportedly lacks organized mechanisms to regulate postsecondary institutions that enter the islands’ education system.

Atty. Bruce Mailman, legal counsel for the American World University International, expressed yesterday interest in helping the college come out with the regulations.

AWUI is a postsecondary degree granting distance school with offices in Japan, China, Pakistan, India, and the mainland United States.

“My client is very interested in assisting the CNMI by being a helpful resource,” the lawyer told BOR members.

Eucon is the first private institution in the CNMI to seek a license to operate as a postsecondary school in the Commonwealth. Dr. Christian Wei, president of Eucon, has been pressing BOR to enumerate the application requirements in order to expedite the school’s plans to provide quality education to CNMI students.

EIS’ proposed postsecondary institution plans to offer four-year college degrees to include Bachelor of Science in Business, Nursing, Christian Education, Counseling, Bachelor of Arts in Bible, to name few.

The college will be broken down into four divisions namely the Division of Science, the Division of Education, the Division of Arts, and the Division of Bible.
