$20,000 cash bail for woman who allegedly ran over husband with car

Superior Court associate judge Joseph N. Camacho yesterday imposed a $20,000 cash bail on a woman who allegedly chased and ran over with a car her common-law husband Saturday morning in Garapan.
After the bail hearing, Camacho remanded defendant Carmelita Misa Guiao, 34, to the custody of the Department of Corrections.
Camacho said Guiao can file a bail modification motion.
Preliminary hearing will be on March 21 at 9am.
The defendant was taken to the court on charges of aggravated assault and battery, assault with a dangerous weapon, contempt, disturbing the peace, pedestrian right of way on sidewalk, operators to exercise due care, accident (auto-pedestrian hit and run), reckless driving, and driving while under the influence of alcohol.
Assistant attorney general Darren Robinson said under the bail schedule, the charges require a $16,500 cash bail, but that he recommends $100,000 cash bail.
Asked by Camacho how he came up with that big amount, Robinson said the defendant poses a danger to the community and that she is a flight risk.
Assistant public defender Daniel Guidotti, counsel for the defendant, argued that the $100,000 is excessive.
The victim, a 42-year-old man, sustained serious injuries and was taken to the Commonwealth Health Center for observation.
Police Officer Jason Tarkong said that investigation showed that Guiao chased the victim aboard a car and ran him over with it in Upper Miha, Garapan. She then allegedly fled the scene.
Tarkong said that prior to the incident, the couple were drinking a case of beer then had an argument. The victim grabbed his clothes and leave the house.
As the victim was walking away, Guiao allegedly chased him with the car and hit him with the vehicle twice.
