School counselors, librarians to be included in pay hike

School counselors and librarians with teaching certificate will be included in the salary schedule worked out for teachers and teacher aides in 1995, according to Senate Vice President Thomas P. Villagomez.

He proposed SB 12-38 passed by the Senate in its session last Friday to seek their inclusion to classification and compensation guidelines for the Public School System.

Enacted during the 10th Legislature, Public Law 10-35 mandated pay hikes for certified teachers and teacher aides in public schools when the government eliminated housing benefits, either for on-island or off-island hires.

But that law deprived school counselors and librarians who have otherwise been certified as teachers the salary increase, prompting Mr. Villagomez to include them in the amendment under SB 12-38.

The measure, which now heads to the lower house for action, also clarifies provisions of the law to state that the salary schedule will take effect only after those covered by the increase have entered into new contractual agreement with PSS, deleting the requirement of appropriation by the Legislature.

On other legislation, the Senate also approved SB 12-65, otherwise known as the Commonwealth Medical and Health Insurance Task Force.

The bill will create a nine-member task force that will study all aspects of medical and health coverage that is “reasonable and affordable” to the CNMI people, according to its author Sen. Ricardo S. Atalig.

The proposed task force will assist the Legislature in drafting a comprehensive policy on medical and health insurance coverage on the islands. It now heads to the House for voting.
