DOC sets up One-Stop Business Office
In a move to assist individuals in trying to start business and obtain the proper paperwork, forms and information, the Department of Commerce is setting up a One-Stop Business Office for a more efficient service.
Lee Cabrera, acting director of the Economic Development Division, said that various government offices are involved in the establishment of the such office.
The purpose of this office would be to centralize general business information and eliminate the need to travel from one government to another. The permitting and licensing offices have met to evaluate the one-stop concept and a visit to Guam sometime next week is planned to check Guam’s facility, which is similar to what the CNMI is considering setting up.
As part of passage of Public Law 11-55, motorist not able to obtain the mandatory motor vehicle liability insurance, an Assigned Risk Plan was implemented, according to Cabrera.
The law also requires Insurance Commissioner Frank B. Villanueva to license insurance providers that provide motor vehicle liability insurance. The Insurance Section, along with Insurance Commissioner, met with separate insurance carrier representatives from Guam and Chicago.
Cabrera explained that the Assigned Risk Plan applies to all auto owner who have been denied auto insurance coverage at least three times. Under the Assigned Risk Plan, an insurance company is assigned to the driver, and the rate is based on the market share. A penalty point system rated on the severity of offense (DUIs, speeding tickets, etc.) is determined and each penalty point is $25 in addition to the base amount.
Meetings are being held with the Department of Public Safety, the Insurance Commissioner and insurance companies to discuss rules and regulations. The deadline for comments on the publication of notice of proposed regulations is Tuesday, June 15.
