The re-authorization of the Higher Education Act (HEA) of the Federal government opens another funding source for the Public School System to recruit and prepare teachers.

The HEA offers the opportunity for the states to reexamine their respective institutions of higher learning and their role in preparing teachers.

In a letter to Gov. Pedro P. Tenorio, the CNMI was invited to form a local team with members coming from the legislature, a representative from the Governor’s Office, the chairman of the legislative education committee and the Commissioner of Education.

A seminar on the “Higher Education Title II Grant Opportunities” is scheduled next week at Washington D.C. where the local team to be led by Commissioner of Education Rita Inos is slated to attend.

This seminar which is funded by the Carnegie Corporation of New York is a joint undertaking of the National Governors’ Association Center for Best Practices and the National Conference of State Legislatures. Both organizations will shoulder the travel expenses of the local team composed of four members.

According to Gov. Thomas R. Carper, chairman of the organization, this HEA funding is timely since most of the governors and legislators are concerned about education.

Title II of HEA creates a new program entitled “Teacher Quality Enhancement Grants for States and Partnerships” with $75 million fiscal support for 1999 in helping states address some of the critical issues on education.

Issues of teacher recruitment, alternative teacher preparation, teacher licensure, professional development and performance-based compensation system will be covered in this federal funding.
