Inos, budget analysts to meet with department heads on 2013 budget

Acting governor Eloy S. Inos and budget analysts from the Office of Management Budget will be meeting with department heads and division directors starting next week to discuss their fiscal year 2013 budget submissions and their handling of federal funds.

Virginia Villagomez, the governor’s special assistant for management and budget, gave a Feb. 29 deadline for agencies to submit their budget requests.

Most of the eight that did not meet the deadline were able to submit their spending plan a day or two later.

“The purpose of the meeting is to review your submission to determine whether your department/agency maximized the use of federal funds within program authority in times of serious financial and cash constraints specifically those that are dependent on locally generated revenues,” Villagomez said in a notice to departments and activity heads.

At least 21 agencies have so far been scheduled for meetings between March 12 and 16, although March 8 is available for coordination with OMB and March 19 is open for independent programs.

During the scheduled meetings this month, agency or activity heads are asked to be present along with their division directors and point of contacts for all their federal programs.

They are also asked to bring with them a separate summary listing prepared for all federally funded programs.

Inos, in an interview Thursday, reiterated that the Fitial administration is still looking at a $102 million budget for fiscal year 2013, similar to fiscal year 2012.

The governor has until April 1 to submit his 2013 budget request to the Legislature. Without a budget passed by Oct. 1, the government will have to shut down until a new budget is passed.
