Villanueva, Cepeda complete Tenorio gov’t

Gov. Pedro P. Tenorio said yesterday he will nominate Frank B. Villanueva and John B. Cepeda to head the commerce and public works departments, respectively, to complete his cabinet members after almost a year in office.

The governor told reporters he will submit their names to the Senate this week for confirmation.

Villanueva, a certified public accountant, is currently an accountant for the Micronesian Telecommunications Corporation where is responsible for the $100 million capital investments of the island’s only phone company. He is also responsible for tracking the cost of FCC-regulated and non-regulated telecommunications projects.

Before joining MTC, Villanueva was a tax accountant for the prestigious auditing firm Deloitte & Touche from 1996 to 1998 where he performed financial and compliance audits on government and private corporations.

He also worked as auditor for CNMI’s Office of the Public Auditor and manager/accountant for a California-based company.

Villanueva received his degree in business administration from California State University at Fullerton.

Cepeda is currently the acting secretary for the Department of Public Works.

Almost all of the governor’s appointees have been overwhelmingly approved by the nine-member Senate except acting Attorney General Maya B. Kara, whose nomination had been bypassed twice by the body due to allegations of conflict of interest.

Aside from the AG post, Tenorio is also searching for the successor of the retired Chief Justice Marty W. K. Taylor, who recently bowed out from public service.
