DeLeon Guerrero wants transparency in CUC human resources rules, regulations

Senate President Edith E. DeLeon Guerrero (D-Saipan) introduced Friday a bill that seeks to mandate the Commonwealth Utilities Corp. to promulgate human resources rules and regulations pursuant to the Administrative Procedure Act.

According to DeLeon Guerrero in Senate Bill 23-40, human resources or personnel regulations of any government agency or office are critical to the personnel and operations of such agency or office. She said the adoption of such regulations should be open and transparent and pursuant to the processoutlined in the Administrative Procedure Act.

In order to ensure transparency, proper notice and opportunity to comment to all CUC personnel and the public, CUC must promulgate all its regulations pursuant to the Administrative Procedure Act, including its human resources rules and regulations, DeLeon Guerrero said.

She noted that CUC promulgated its electric service regulations, public sewer use regulations, water service regulations, customer billing and disputes regulations, procurement regulations, and an interconnection and net metering regulations, pursuant to the Administrative Procedure Act.

She said such regulations are readily accessible in the NMI Administrative Code, but CUC’s human resources rules and regulations have not been promulgated pursuant to the Administrative Procedure Act and is not readily accessible on any internet platform.
