Palacios appoints Manglona to Board of Professional Licensing

Gov. Arnold I. Palacios has appointed civil engineer Denn M. Manglona to serve as a member of the Board of Professional Licensing to represent the First Senatorial District, or Rota.

Manglona’s appointment requires the Senate’s advice and consent. If confirmed, he will serve a six-year term that will commence on the date of his confirmation and oath of office.

Palacios informed Senate President Edith E. DeLeon Guerrero (D-Saipan) last week that he and Lt. Gov. David M. Apatang are confident that Manglona is qualified and will be an asset on this important board.

Manglona is one of the managing partners of Pacific Engineering Group and Services LLC. In 2019, he was registered as a professional civil engineer in the CNMI after passing the PE Civil Exam of the National Council of Examiners for Engineers and Surveyors and the Seismic Principles Exam of the California Board of Professional Engineers, Land Surveyors, and Geologists on his first attempt.

He holds a bachelor of science degree in Civil Engineering from Case Western Reserve University in Cleveland, Ohio.

He graduated from Rota High School in 2010. He is the son of Sen. Paul A. Manglona (Ind-Rota) and Lydia Manglona.

He is a member of the American Society of Civil Engineers, and is certified by the Guam Naval Facilities Engineering Command and the U.S. Army Corps of Engineers in construction quality management.

Recently, Palacios and Apatang appointed businessman Joseph Santos Rios Jr. as secretary for the Department of Commerce, and former representative Franklin R. Babauta as special assistant for the CNMI Homeland Security and Emergency Management.

Rios’ wife is Sen. Corina L. Magofna (Ind-Saipan). Franklin Babauta’s wife is Sen. Celina R. Babauta (D-Saipan).
