Inos issues directive formalizing the lifting of pay freeze for promotions
Gov. Eloy S. Inos issued Wednesday last week a directive formalizing the lifting of salary increase suspension for promotions, which he earlier said would cost only about $30,000 for about three dozen employees. This essentially lifts the austerity measures that have been in place since 2001 under the term of former governor Pedro P. Tenorio.
“Those employees who have been previously promoted to their current position without increase will receive the appropriate increase on the date the Civil Service Commission sets in its notice of expiry in the Commonwealth Register. No retroactive increases are authorized. The budgetary impact is expected to be minimal,” the governor said in his one-page Directive 2014-03.
Inos said this has been the result of consultation between him and the Civil Service Commission.
The step increase based on attendance at workshops and other training programs will remain suspended, however.
The governor ordered department and activity heads to review their budget prior to approving promotions to ensure that funding is available.
This does not cover within-grade increases, among other things.
