The U.S. Navy Sea Cadet Corps is a federally chartered non-profit civilian youth training organization for youth ages 13 to 18. It is sponsored by the Navy League and supported by the U.S. Navy and U.S. Coast Guard. Sea cadets can be described as a regimented youth program similar to the Junior Reserve Officers Training Corps but with a focus on the merchant marine and seagoing services.
Sea cadets builds leaders of character. The goals of USNSCC are to develop an interest in seamanship and seagoing skills, instill principles of good citizenship and strong moral character, demonstrate the value of a substance-free lifestyle, and expose cadets to the prestige of a military or merchant marine career.
USNSCC was founded in 1959 by the Navy League at the request of the Department of the Navy following former Chief of Naval Operations Arleigh Burke’s observations of the success of sea cadet programs in allied country’s navies. Sea cadets was chartered by Congress in 1962 and public law was amended in 1974 to accommodate female participation. Today there are nearly 400 units around the country and territories, including Guam, Puerto Rico, and Saipan serving nearly 8,000 cadets.
Sea cadets are authorized to wear the Navy uniform, appropriately marked with sea cadet insignia. They are taught to maintain discipline, military bearing, patriotism, courage, and self-reliance.
