Firefighter accused of sexual assault

A firefighter of the Department of Fire and Emergency Medical Services was arrested last week for allegedly sexually assaulting a co-worker.

Peter Litulumar, 45, was arrested last Thursday for sexual assault in the second degree after a co-worker alleged that he came to work drunk and sexually assaulted her while she was taking a nap.

During a bail hearing last Friday, Superior Court Associate Judge Joseph N. Camacho imposed a $20,000 cash bail on Litulumar, who was scolded for “making jokes” and not taking the matter seriously after stating that he could afford a lawyer “as long as it’s the cheapest lawyer” the court could find him.

Litulumar, who was later represented by the Office of the Public Defender’s JP Nogues, was remanded back to the Department of Corrections after failing to post bail. He was ordered to return to court on April 16 at 10am for a preliminary hearing and on April 20 to be arraigned.

The defendant was ordered to have no contact with the victim in this case and all other potential witnesses.

According to court documents, the victim had called the Department of Public Safety’s Criminal Investigation Division on April 7 at about 8:30am, to report a sexual assault incident and was scheduled for an interview at 9:28am that same day.

During the interview, the victim told investigators that the incident happened last April 5, soon after she arrived for work at Mariana Resort & Spa in Marpi, which the CNMI government is using as a quarantine facility for arriving passengers from Guam.

She said she arrived at the resort around 8:30am and Litulumar arrived for duty shortly after, at around 9:30am. Upon arriving, Litulumar allegedly told the victim that he had a couple of rounds of beer and was feeling “drunk.”

After lunch, the victim said she informed Litulumar that she was going to take a nap during her down time. The victim said she later woke up to Litulumar allegedly caressing her through her sleeping bag. The victim told investigators that she was lying face down on her stomach in her sleeping bag and that Litulumar lay right beside her and was “full on feeling” and squeezing her buttocks.

Litulumar allegedly also sat on her legs below her buttocks, took his pants off, and leaned forward, repeatedly touching her. When she looked back at him, the victim said all Litulumar had on was his uniform and boxers.

She told investigators that the assault allegedly lasted about five minutes while she repeatedly told Litulumar to get off of her. She eventually managed to crawl out of her sleeping bag and run out of the room.

Litulumar allegedly came out of the room at around 4:30pm to apologize to her.
