Man arrested for alleged illegal drug possession

On Monday, April 13, 2020, at about 12:40pm, a CNMI Department of Public Safety police officer was conducting routine patrol through the village of Chalan Kanoa, when the officer noticed a sedan with a faulty brake light. The officer turned on his blue lights to conduct a stop. As the officer got out of his vehicle and walked toward the driver, he noticed the driver reach for something and move things within the vehicle. The officer told the driver about the faulty taillight and asked for his driver’s license and vehicle registration. The driver was unable to provide the vehicle registration. The officer then proceeded to ask the operator if there are any weapons or drugs within the vehicle. The driver replied that there was none and instructed the officer to search the vehicle.

As soon as the officer opened the driver side door and began the search, he noticed a glass pipe under the driver’s seat with a clear zip baggie containing a crystal-like substance. The officer notified dispatch and another officer was dispatched to the scene.  At 1:16pm, an officer arrived with a narcotics identification kit and tested the contents of the zip baggie. The contents yielded presumptive positive for methamphetamine. At about 1:20pm, Victor Lawrence Hocog Aldan was arrested for the charges of illegal possession of a controlled substance. He was transferred to the Department of Corrections where he was booked and detained. (PR)
