Man arrested for incident that happened 6 months ago

A man was arrested at his workplace last Wednesday for an alleged child abuse incident that took place six months ago outside the Kagman High School’s back fence.

According to a statement yesterday from the CNMI Department of Public Safety, Theodore Oronigo Pehnos was arrested at his workplace last Dec. 4 at 11:54am on a warrant signed by Superior Court Associate Judge Wesley Bogdan last Tuesday, Dec. 3, 2019, at 3:30pm.

Pehnos faces charges of child abuse, assault and battery, and disturbing the peace. His cash bail was set at $5,000.

The DPS statement said that it received a call from Kagman High School last June 4, 2019, at about 3:50pm, about an alleged child abuse incident that had been witnessed by some of the school’s staff.

Police who were dispatched to the scene met with a few individuals who saw the incident. The individuals stated that they noticed three minors—one female, two males—playing unaccompanied at the KHS basketball court. When a KHS staff asked one of the minors, if they had a guardian, the minors stated that they just wanted to hang out at the KHS basketball court as their parents weren’t home.

As the KHS staff was calling Kagman Elementary School, the stepfather of the minors, later identified as Pehnos, walked over and yelled at the three minors. Pehnos then allegedly slapped and pushed his 8-year-old stepson, and punched his 10-year-old stepdaughter’s back and pulled her hair. Pehnos looked at the KHS staff and allegedly said, “I don’t give a ****,” as he walked away with the three minors. Witnesses at the scene immediately called for police assistance.

After meeting with the witnesses, police officers made their way to Pehnos’ residence, where they noticed one of the minors had bruising on his face. The Division of Youth Services was called and a follow-up interview by police was conducted at a later date.
