‘Ron Anderson left 2 days before searches’

Ron Li Anderson, who is one of the reported owners of Legend Realty, left the CNMI two days before the Federal Bureau of Investigation executed search warrants on Saipan, a source disclosed over the weekend.

The source said that Anderson, who is a U.S. citizen, is believed to have left for China.

The United States has no extradition treaty with China. If true, that would put Anderson out of reach of American law enforcement. An extradition treaty refers to an agreement between two countries to surrender to each other persons who’ve been charged or convicted of an extraditable offense.

The source said Anderson is a friend of Imperial Pacific International (CNMI) LLC owner, Ji Xiaobo.

The source said Anderson worked for IPI before opening Legend Realty, which handles leases for IPI’s VIP clients.

Saipan Tribune tried to obtain comments from Anderson and Legend Realty but, according to lawyer Michael Dotts, who represents Legend Realty on limited matters, there is no comment for now.

Dotts usually represents Legend Realty on specific real estate transactions and with regard to maintaining its LLC status.

According to court records, the items that the FBI searched last Nov. 7 and 8, include documents, records, and property that constitute of evidence of violations of federal laws by Anderson, Alfred Chi-Yan Yue, Gov. Ralph DLG Torres, and his brothers, Vincent, Victorino, and Joaquin.

The items also include cash and items of significant value such as precious gems, metals, artwork, or jewelry that may constitute proceeds of crimes.

Among the many items searched were also documents relating to withdrawals authorized by Anderson from bank accounts over which he had signatory authority, or from internal sales, vaults, or funds such as petty cash funds, dated on or after Sept. 1, 2013.

FBI agents searched the office of Legend Realty in western Garapan last Nov. 7. As of yesterday, the office remains padlocked.

A source earlier disclosed that Legend Realty is 51% owned by a foreign company called Legend Giant Investment Limited, with an office in Hong Kong.

The principal of Legend Giant is believed to be named Donglin Wang. Anderson owns 49% of Legend Realty.

The FBI was also looking for all documents, records, and property related to Billion Ventures (CNMI) Limited or Legend Giant Investments Limited, Hong Kong dated on or after Sept. 1, 2013.

Saipan Tribune also learned that Alfred Yue had at least a transaction with Legend Realty, which served as the broker in an assignment of a lease deal.

The office of Yue of Marianas Consultancy Services LLC at IPI-owned Vestcor Commercial Plaza on Capital Hill was also among those reportedly searched by FBI. Yue is a consultant of Imperial Pacific International (CNMI) LLC.

Yue used to work as managing director of the defunct Tinian Dynasty Hotel & Casino.

Other offices searched by the FBI were Gov. Ralph DLG Torres’ office on Capital Hill, and IPI’s accounting office at Building I of the Marina Heights in Puerto Rico, Saipan.
