CHCC HVSO assures commitment to data security and fraud prevention
The Commonwealth Health Care Corp. reaffirmed yesterday its commitment to ensuring the authenticity and protection of all information overseen by the Health and Vital Statistics Office.
The HVSO was established in 2007 with the enactment of the Vital Statistics Act (Public Law 15-50), which authorized the HVSO to administer and maintain the system of vital statistics throughout the CNMI. By law, every newborn must be accounted for and registered with the HVSO, and CHCC has developed and maintained specific processes and procedures that allow all parents to easily register their children in a timely manner after birth.
The HVSO is not only responsible for the safety and preservation of CNMI vital records, but also works to ensure the security and authenticity of all information provided for the purpose of birth registration. It is the duty of the HVSO Registrar to monitor, detect, and report any fraudulent activities to CHCC management, the CNMI government, and other appropriate state and federal law enforcement agencies. The HVSO is also a member of the National Association for Public Health Statistics and Information Systems, which works to develop tools for the verification of vital events to detect and deter fraud in collaboration with the nation’s top professionals in identity and security.
The HVSO also issues copies of birth certificates to eligible persons upon request. Certified birth certificate copies can be used for multiple purposes, including:
Establishing U.S. citizenship;
Applying for a Social Security number; and
Applying for a U.S. passport.
