Superior Court Associate Judge David A. Wiseman yesterday allowed James Anthony P. Webb, a 23-year-old man who allegedly beat up the daughter of Department of Corrections Commissioner Ramon Mafnas, to post a $500 cash bail and $4,500 unsecured bond for his temporary release.
Wiseman granted Webb’s motion to modify the $5,000 cash bail the court earlier imposed and instead post 10 percent or $500 cash plus the unsecured bond.

Webb’s mother was named as his third party custodian.

A status conference will be held on April 9.

Assistant public defender Michael Sato represented Webb at the hearing. Assistant attorney general James McAllister appeared for the government.

At a preliminary hearing on March 5, Associate Judge Teresa K. Kim-Tenorio found probable cause to charge Webb with assault and battery, disturbing the peace, criminal trespass, and two counts of criminal mischief.

Police said the alleged beating happened at Mafnas’ house in San Roque last Feb. 25.

Police detective Patrick P. Sablan stated in his report that according to the juvenile victim, Webb became upset during their conversation and that he started calling her bad names. He then allegedly kicked her on the abdomen, punched her back and head, and choked her.

Webb allegedly caused damage to a toolbox and the house’s kitchen door.
