Operation on safe movement of container cargo via Guam port
APRA HARBOR, Guam—A multi-agency strike force operation was held at the Port of Guam on Wednesday March 5, 2014, in an effort to enhance the safe movement of cargo while deterring and detecting contraband moving through the port.
The operation brought together 10 different agencies that included the U.S. Coast Guard, Transportation Security Administration, Federal Bureau of Investigations, Department of Homeland Security, U.S. Department of Agriculture, Guam Customs and Quarantine, Guam Office of Tax and Revenue, Guam Police Department, Port Authority of Guam and the Port Police. A total of 66 agents, officers, and inspectors participated in this enforcement operation.
The primary objective of the MASFO was to ensure compliance with federal and territorial regulations pertaining to the safe shipment of cargo. The MASFO was comprised of two inspection teams located within the Port of Guam and at the new weigh station on Route 11 that screened both inbound and outbound cargo. Leveraging the jurisdictional authorities of each agency, the inter-agency teams inspected freight containers, vehicles, and portable tanks ensuring compliance with the International Maritime Dangerous Goods Code as well as Guam Custom regulations.
“The MASFO was a great example of interagency cooperation.” said Captain Casey White, commanding officer of Coast Guard Sector Guam. “These inspections align with the shared mutual objective of facilitating the safe and timely flow of commerce through the maritime and highway modes of transportation. Our desire is to make this operation a routine activity to deter, detect, and enforce maritime and custom laws.”
The operation resulted in 58 containerized cargo inspections, 23 vehicle inspections, and 35 Transportation Worker Identification Credentials checks; resulting in holds or detentions of one container, three vehicle violations, and one arrest. (USCG)
