Zoning requires hotel to employ shuttle services

The CNMI Zoning Board has required Saipan Beach Hotel located at Laly 4 Beach in Chalan Kanoa to employ shuttle services to better mitigate traffic and avoid congestions in the area.
Providing shuttle services was among the conditions that Zoning Board required in granting Magisland LLC’s use of conditional use permit for its 23-room Saipan Beach Hotel.
The board also limits the hotel’s number of its occupants utilizing vehicles to 12.
Magisland LLC has filed a request from the Zoning Office for conditional use permit to occupy the existing four-storey building with 23 units to operate the Saipan Beach Hotel.
The area is zoned as tourist resort.
The Zoning Board conducted a public hearing on the Saipan Beach Hotel’s permit at the Kanoa Resort’s Latte Stone conference room last Thursday afternoon.
The Zoning staff finds Magisland LLC’s request acceptable.
Among other conditions that Zoning imposed is that Saipan Beach Hotel shall improve its parking area and designate clearly marked parking stalls in front of its establishment which conforms to parking requirements of the Saipan Zoning Law of 2013.
The hotel was required to employ permeable surface on their parking lot to avoid flooding, and install sufficient light posts within parking areas.
Present at the hearing, were Zoning board chair Diego C. Blanco, treasurer Mariano Taitano, secretary Joe Ayuyu Jr., and member Patrick Reyes.
After the Marine Sports Hotel that occupied the building shutdown business many years ago, the four-story building became abandoned.
Magisland LLC bought the structure two years ago and turned it into Saipan Beach Hotel last January, according to Mustafa Shakir, who is part of the hotel’s managing company.
Shakir said $600,000 is the estimated budget for the renovation of the hotel, which is located on 1,000 square meters of beach-front land.
The hotel is a one-minute walk to the beach. It offers some rooms with garden views and free WiFi throughout the property.
