30-year suspended sentence vs Hillbroom

Junior Larry Imeong Hillbroom was slapped a total of 30 years imprisonment, all suspended, for violation of his probation in two cases on Tuesday in Palau.

Mark B. Hanson, counsel for Hillbroom in his legal malpractice lawsuit, submitted Wednesday a copy of the sentencing order before the U.S. District Court for the NMI.

Supreme Court of the Republic of Palau Trial Division Associate Justice Lourdes F. Materne sentenced Hillbroom in one case to five years in prison, with credit for 154 days of time served.

Materne also sentenced Hillbroom to 25 years in prison with credit for 94 days of time served.

The associate justice said that Hillbroom’s incarceration is suspended with the conditions that he will complete a rehabilitation program of at least six months and sign a waiver that would give the Probation Office access to his records.

The other conditions include drug testing prior to his departure from Palau and drug testing on Monday, Wednesday, and Friday for the first six months after completing his rehabilitation.

A missed test, failure to provide a sample, or an unadulterated sample shall be treated as positive drug tests and results in his immediate incarceration.

Hillbroom was convicted in Palau last June and was slapped with a 10-year supervised probation.

Materne said the 10 years of supervised probation shall be reduced to seven years provided Hillbroom successfully completes a rehabilitation program.

Materne said Hillbroom shall serve five years in jail if he fails to complete the rehabilitation program.

Pursuant to a plea deal, Hillbroom pleaded “no contest” to conspiracy to trafficking a controlled substance—methamphetamine.

In return, the Palau government dropped the remaining three counts in the two cases.

Materne sentenced Hillbroom pursuant to the agreement and ordered him to pay a $50,000 fine to be deducted from the bond posted, with the remainder returned to the poster.

The associate justice said incarceration shall commence on Sept. 25, 2018, unless Hillbroom has entered the rehabilitation program.

Many other conditions were imposed on Hillbroom.

Hillbroom was arrested in October 2017 in Palau for allegedly trafficking methamphetamine or “ice.”

Hillbroom was released in August 2017 after serving a 60-day prison sentence in Palau for pleading guilty to an escape charge.

Hillbroom filed a legal malpractice suit in District Court against his former lawyer, Barry Israel and Guam lawyer David J. Lujan.

Early in 2017, Hillbroom pleaded guilty to a lesser included offense of escape in the second degree before the Supreme Court of the Republic of Palau Trial Division and was slapped with a 60-day prison term.

He was recaptured in Palau hours after he escaped from police’s custody on Feb. 9, 2016, just a few hours after he was arrested over the seizure of $160,000 worth of methamphetamine or “ice.”

Hillbroom is one of the four DNA-proven children of the late business tycoon and DHL co-founder Larry Lee Hillblom.

Hillbroom’s name is spelled differently from DHL co-founder Hillblom.
