Torres’ SOCA finalized for late August

Gov. Ralph DLG Torres’ delivery of his annual State of the Commonwealth Address has been finalized in a Senate session Friday. It will now take place on Aug. 21, 2018, at the Pedro P. Tenorio Multi-Purpose Center at 10am.

The Senate unanimously adopted the new date set forth by the Senate Joint Resolution 20-06 as amended by the House of Representatives in a previous session last week to reflect the new date.

The Senate concurred with the new date set by the House as members of the House stated that the Senate was aware of the change from Aug. 16, 2018, to Aug. 21, 2018 as the SOCA date.

According to the CNMI Constitution, the Northern Marianas governor’s SOCA is received during a joint session held by both the Senate and the House of Representatives, which in turn discusses a date to hold the joint session.

The Executive Branch follows the date set for the SOCA, which for this year would be on Aug. 21, 2018.

The 2017 Commonwealth address was held at the same venue on March 31, 2017. According to a CNMI Constitutional mandate, the CNMI Legislature sets a joint session to receive the governor’s annual address.

The SOCA tackles several topics such as the view of the Executive Branch, the view of the Executive Branch of economics, and reviews of previous accomplishments as well as a discussion for future legislations.
