Case against former Commerce secretary, wife terminated
U.S. District Court for the NMI Chief Judge Ramona V. Manglona on Friday ordered that former Commerce secretary James A. Santos and his wife, Joaquina V. Santos, be discharged from supervised release.
Manglona also ordered that the proceedings in the case against the Santos couple be terminated.
The judge issued the order following the request of U.S. probation officer assistant Juanette David-Atalig.
According to David-Atalig, James and Joaquina Santos have complied with the conditions of supervised release imposed by the court.
David-Atalig said the supervised release for the couple both expired on April on April 20, 2018.
The Santos couple and former lieutenant governor Timothy P. Villagomez were convicted for their role in a conspiracy to defraud the Commonwealth Utilities Corp. through needless purchases of a de-scaling chemical called Rydlyme.
In August 2009, the District Court sentenced the Santos couple to six years and six months in prison each. Due to mistake in calculation, in 2013, the court re-sentenced Villagomez to nine years in prison, an increase of 21 months from the original sentence. The three had already served their prison terms.
